But on Nov. 7 in South Dakota, that long-silent voice will at last be heard as voters decide on Measure 6, a referred law to ban nearly all abortions in that state. No ballot issue in the country (certainly not my proposal for judicial term limits) is nearly as important as this one. See full details at
